On August 19, 2023, Zhejiang Zhongxin Fluoromaterials Co., Ltd. held its 2023 Semiannual Work Conference in Shangyu, Zhejiang Province. The conference took stock of the company’s production and operational performance for the first half of the year, analyzed and assessed the current situation, identified existing problems and shortcomings, and planned and deployed tasks for the second half of the year. It also re-mobilized and deepened efforts to achieve the first-year business targets set forth in the company’s three-year strategic plan. Leaders from the Group Corporation, personnel at or above the director level from various functional departments and production bases, as well as some management personnel from the Zhejiang production base, attended the meeting.
The meeting was personally chaired by Xu Jianguo, Chairman of the company. Before the meeting, Chairman Xu reiterated the requirements for work reports and emphasized the significance and importance of holding the semi-annual work conference.

Relevant leaders in charge of functional departments—including the Corporate Finance Management Center, Marketing Center, Major Project Office, Industry Research Institute, and Human Resources Center—will each deliver their semi-annual work reports in turn.
Financial Director and Board Secretary Yuan Shaolan presented to everyone the completion status of key operating indicators for the first half of 2023, provided a summary and explanation of the company’s overall operations, and ensured that each production base and department had a clearer understanding of the achievement of the company’s core indicators as well as the progress in budget execution.
Vice General Manager Shi Zhengjun, based on the completion status of key tasks in the first half of the year, elaborated on the overall procurement and sales data of each of the company’s bases. He conducted a thorough analysis and explanation, taking into account the current market conditions. During his presentation, he highlighted Xinxin Fluoromaterials’ strengths within the industry as well as areas where its marketing strategies need improvement, and clearly defined the business direction for the second half of the year.
Shi Yonggen, Deputy Director of the Major Projects Office, reported on the progress of major project construction at various bases in the first half of the year and provided an update on the current status. He also outlined goals and plans for the second half of the year, striving to overcome challenges and fully leverage the Major Projects Office’s strong driving role.
Vice General Manager and Director of the Research Institute, Yuan Qiliang, presented a detailed report on the current status of the Industry Research Institute, highlighting the achievements made in the first half of the year in areas such as project R&D, technology transfer, patent applications, and project submissions. He also identified the challenges currently facing the Institute and outlined the directions for its future efforts.
Through an analysis of the personnel structure at each base—particularly a detailed inventory of staff at the Zhejiang base and in functional departments—Director Tang Huanjun of the Human Resources Center identified several issues currently existing, such as overlapping responsibilities and unclear division of duties. At the same time, he clarified that the next step will be to systematically address and improve these issues one by one based on the current situation.

After listening to the six-month summary reports from each base and department, General Manager Wang Chao reviewed and summarized the company’s overall business performance and target completion status for the first half of 2023. At the same time, he outlined the goals and strategies for the company’s work in the second half of the year, taking into account the current market conditions. In his summary, General Manager Wang noted that the company’s performance in the first half of this year had declined due to both objective reasons and subjective factors, as well as external influences and internal issues. Given the less-than-ideal results, there are many aspects of our work that warrant careful review, analysis, summarization, and reflection. Through these summary meetings, we must identify gaps, draw on our experiences, raise our work standards, refine our thinking and methods, and thereby make our work more valuable and effective—ensuring that Zhongxin Fluoromaterials earns recognition from our employees, shareholders, and society at large.

After listening to work reports from various bases, departments, and general managers, Chairman Xu Jianguo expressed his full agreement with General Manager Wang Chao’s comprehensive summary of the first-half-year’s work and his plans and arrangements for the second half. At the same time, he urged all levels of the company to promptly summarize experiences and lessons learned. In the second half of the year, the company’s management team and heads of all bases must assume their respective primary responsibilities, rigorously implement measures, and ensure that all tasks and initiatives are effectively carried out. Furthermore, from the perspective of the company’s Board of Directors and Executive Committee, Chairman Xu emphasized several key areas that need to be focused on in the second half: building confidence, staying firmly committed to strategic goals, achieving planned production volumes for projects, expanding market reach, enhancing management efficiency, and optimizing capital operations.
