On the afternoon of March 2, the Shangyu Industrial Park in Hangzhou Bay held an economic work conference to lay out and implement the tasks for the new year. Ye Shijin, Secretary of the Municipal Party Committee, attended the meeting and delivered a speech. Chen Jian, member of the Municipal Party Committee and Executive Deputy Mayor, also attended the meeting. Yu Yuncai, member of the Municipal Party Committee and Director of the Management Committee of the Hangzhou Bay Shangyu Industrial Park, presented the work report.
At the meeting, Ye Shijin fully affirmed the park’s contributions over the past year to the city’s economic and social development. He said: “Last year, thanks to the concerted efforts of all staff members, cadres, and entrepreneurs, the Shangyu Industrial Park in Hangzhou Bay continuously enhanced its overall strength, achieved a strong breakthrough in attracting investment, accelerated the construction of its platforms, and made remarkable progress in fostering harmony. As a result, the park’s competitiveness and external image have steadily improved.” Ye Shijin added that, as the main battlefield for the city’s economic development, the municipal Party committee and government have always placed high hopes on the park’s growth. This year, the Shangyu Industrial Park in Hangzhou Bay aims to achieve a significant increase in both its total economic output and its contribution to the city’s economy.
We have set three major goals: significantly boosting investment attraction and project investment, making substantial progress in platform expansion and infrastructure support, and laying a solid foundation, accelerating transformation, and enhancing our public image. In terms of specific tasks, we must adopt a more forward-looking mindset, seize the new opportunities brought about by the macroeconomic environment, structural adjustments, and regional advantages, face challenges head-on, and stay attuned to emerging trends. We need to work at an even faster pace—going all out to attract investment, racing against time to build projects, and striving vigorously to strengthen and expand our platforms. This year, the park will focus on upgrading and enhancing its existing facilities; Zone One East should prioritize investment and create a strong visual presence, Zone Two East should concentrate on completing supporting infrastructure and establishing the necessary conditions, and Binhai New City should kick off projects and lay the foundational framework, aiming for industrial investment totaling 6 billion yuan. We must elevate the quality of our development—to transform the park into a key industrial and technological hub in the Yangtze River Delta region and the Shaoxing Binhai New City. We must rigorously control project quality, ensuring strict screening at every stage: from project selection and approval to ongoing management and exit mechanisms. We must also create an even better environment—continuously refining service mechanisms, strengthening resource guarantees, and fostering a harmonious atmosphere. Finally, we must build an even stronger team—striving to establish a leadership team that is more resilient and capable, a cadre workforce that is more motivated and proactive, and an entrepreneurial community that is more innovative and outstanding.
Ye Shijin emphasized: In the new year, the park faces exceptionally favorable opportunities. As the municipal Party committee and municipal government, we will fully support the park’s development by providing maximum policy incentives, resource guarantees, and personnel support. All relevant departments, townships, and subdistricts should adopt a city-wide, integrated approach, regard the park’s development as their own responsibility, set up signposts rather than roadblocks, and go all out to promote the park’s large-scale development, construction, and growth.
At the meeting, Yu Yuncai summarized and reviewed last year’s work in the park and laid out this year’s tasks and responsibilities. It is reported that in 2010, the park set a goal of achieving an industrial output value of 31 billion yuan, ensuring a growth rate of 25%; completing industrial investment of 5.5 billion yuan, with an aim to reach 6 billion yuan; securing contracted foreign investment of 250 million U.S. dollars, with an actual inflow of foreign investment reaching 140 million U.S. dollars. The park also strives to lead the city in economic indicators, surpass advanced development zones in overall strength, and exceed previous levels in social contributions.
At the meeting, departments and enterprises including the Park Investment Cooperation Bureau, the New City Planning and Construction Bureau, Longsheng Group, Jiali Ke, and Langshide delivered statements. The meeting also recognized outstanding collectives and individuals from the park for the year 2009.
