On April 28, 2009, the second session of the Board of Directors and a symposium for member units of the Shangyu Green Fine Chemical Technology Innovation Service Platform in Zhejiang Province were solemnly held in Conference Room No. 8 of the Radisson Plaza Hotel in Shangyu. Attending the meeting were Chen Gang, Deputy Director of the Science and Technology Bureau of Shaoxing City; Chen Rongrong, Director of the Science and Technology Bureau of Shangyu City; Ding Yugen, Chief of the Division; and relevant personnel from the Park Management Committee. Also in attendance were Gao Jianrong, Dean of the College of Chemical Engineering and Materials at Zhejiang University of Technology; Chen Yin-hao, Chairman of Shangyu Zhongke Baiyun Fine Chemical R&D Center Co., Ltd.; as well as other member unit representatives and members of the platform’s management committee.

At the meeting, Yang Guoming, Deputy Secretary-General of the platform, reported on the platform’s work achievements for 2008 and the first quarter of 2009. Dr. Jia Jianhong from the School of Chemical Engineering and Materials at Zhejiang University of Technology provided a detailed overview of the platform’s 2009 work plan and specific tasks. Meanwhile, Dean Gao Jianrong organized a special seminar during which two working groups—focusing on the pharmaceutical and chemical industry and on the dye and pigment chemical industry—discussed how to better help enterprises stabilize their operations and facilitate adjustments, provide more practical and effective science and technology innovation services to small and medium-sized enterprises, enhance their capacity for scientific and technological innovation, and promote the structural transformation and upgrading of our city’s traditional fine chemical industry.
Deputy Director Chen Gang gave a detailed explanation on the protection of independent intellectual property rights in the fine chemical industry. At the same time, Deputy Director Chen Gang emphasized that the Science and Technology Bureau will play a “catalytic role,” a “modifying agent role,” and a “regulatory role” throughout the platform-building process.
Finally, Director Chen Rongrong made three key requirements regarding platform development: First, increase investment and improve both software and hardware facilities to further enhance the platform’s innovation capabilities; second, ground ourselves in Shangyu, conduct thorough field research, and further improve the targeted nature of our services; and third, shift our mindset, focus on serving enterprises, and further elevate the development level of the chemical industry.
