From September 14 to 15, Zhang Jinru, Secretary of the Shaoxing Municipal Party Committee, conducted a research visit to Shangyu to examine its economic and social development as well as the preparation of the “12th Five-Year Plan.” He emphasized that Shangyu is now facing unprecedented opportunities and developmental advantages. It is imperative to strengthen the sense of urgency and responsibility for development, taking the formulation of the “12th Five-Year Plan” as an opportunity to plan a new round of development from an even higher starting point, with higher standards and greater intensity. This will help accelerate the enhancement of Shangyu’s locational advantages and enable it to seize opportunities and achieve rapid rise.
Wei Wei, member of the Standing Committee of the Shaoxing Municipal Party Committee and Secretary-General of the Municipal Party Committee, along with Ye Shijin, Secretary of the Municipal Party Committee; Ding Ruxing, Deputy Secretary of the Municipal Party Committee and Mayor; and Xu Yaofeng, Director of the Standing Committee of the Municipal People’s Congress, attended the research visit or the briefing meeting.
During the调研, Zhang Jinru and his delegation visited enterprises including Yorkshire Tools, Zhongke Baiyun, Tianwei Umbrella Industry, Kawasaki Chunhui Precision Machinery, Shiji Huatong Automotive, and Xiao Jing Agricultural Machinery. They gained firsthand insights into these companies’ production, operations, and long-term development plans. Yorkshire Tools has applied for 17 patent technologies and pioneered a groundbreaking technique for welding saw blade teeth tips; Tianwei Umbrella Industry has developed over a dozen product series comprising hundreds of different specifications... Seeing these small and medium-sized enterprises achieve extraordinary growth through technological and managerial innovation and capture large markets, Zhang Jinru was deeply pleased. Addressing the company leaders, he said: “Although your current scale is still relatively small, your development prospects are promising. You are an important driving force behind Shaoxing’s sustainable development. Keep up the pioneering spirit of daring to dream, daring to act, and daring to innovate. Produce products that better meet the needs of future markets and consumer demands, and lead the transformation and upgrading of your industry.”
On the afternoon of the 14th, Zhang Jinru chaired a symposium for entrepreneurs at Wolong Holding Group, where he discussed with the heads of eight key Shangyu enterprises—including Longsheng Holdings, Sunshine Holdings, Yaxia Holdings, Jiali Ke Materials, and Bai Shang·Wanhe City—the strategic plan for accelerating development during the 12th Five-Year Plan period. Zhang Jinru stated that enterprises are the foundation and mainstay of the regional economy, as well as the support and driving force behind transformation and upgrading. Faced with a new round of development opportunities and challenges, enterprises must ground themselves in reality while keeping an eye on the global landscape, clearly grasp the trends in economic development, deeply understand industry development trends, carefully plan their long-term growth, place greater emphasis on talent development, place greater emphasis on product transformation and upgrading, place greater emphasis on improving management levels, and place greater emphasis on sustainable development, thereby making even greater contributions to keeping Shaoxing at the forefront of economic and social development.
During the research period, Zhang Jinru listened to Ye Shijin’s briefing on economic and social development as well as development strategies for the coming period, and also heard a report from the municipal planning department on urban and rural planning.
After conducting on-site inspections and listening to briefings, Zhang Jinru gave high praise to our city’s work. He said that in recent years, Shangyu City has adhered to the Scientific Outlook on Development as its guiding principle, earnestly implemented the directives from higher authorities, and actively carried out its work in accordance with the requirements of “seizing new opportunities, cultivating new advantages, and achieving new development.” The city has made remarkable progress in its key areas of focus, with a clear development strategy, prominent priorities, and effective measures, resulting in a strong and positive momentum for economic growth. Significant achievements have been made in urban construction, investment promotion, industrial upgrading, and cadre development; major economic indicators have consistently ranked among the top in Shaoxing City. Through the concerted efforts of the entire city—from top leaders to grassroots officials—Shangyu is now emerging from the trough along the Hangzhou-Ningbo corridor.
Zhang Jinru pointed out that currently, Shangyu’s development is facing unprecedented opportunities and advantages. Major projects such as the Bridge and the high-speed railway, along with the construction of the Shaoxing Binhai New City in the Hangzhou Bay area, are making Shangyu a focal point of attention for various industries and capital investments. Shangyu is bound to become a core hub of the Hangzhou Bay industrial belt. We must squarely face the significant challenges brought about by these great opportunities, earnestly enhance our sense of urgency and responsibility for development, better seize the development opportunities, clearly recognize the problems we are confronting, further accelerate our development pace, and further intensify our efforts. Zhang Jinru emphasized that in competition among localities, one crucial aspect is competition over locational advantages. Leveraging its unique geographical location and developmental space advantages, Shangyu should strive to achieve accelerated growth in the process of integrating the Hangzhou Bay urban agglomeration and become the fastest-growing city along the Hangzhou-Ningbo route. In formulating the “12th Five-Year Plan,” Shangyu must fully capitalize on its strengths, set higher starting points, adopt higher standards, and launch a new round of development with greater intensity. We need to further strengthen talent development, focusing on building up the cadre teams in Party and government organs to enhance their sense of responsibility for development; improve the quality of the entrepreneurial team and nurture the next generation of entrepreneurs; and attach great importance to cultivating scientific and technological personnel, social management professionals, and practical technical talents for rural areas. We must speed up the enhancement of Shangyu’s locational advantages, regard the city as the largest platform for development, step up urban construction efforts, accelerate infrastructure development, and wholeheartedly support and actively participate in the construction of the Shaoxing Binhai New City in the Hangzhou Bay area. We should further elevate and improve the soft environment for development, striving to create a safe, harmonious, fair, and just urban environment that fosters wealth creation, income growth, and accelerated population concentration. We must further clarify the direction of industrial development, accelerate the pace of transformation and upgrading, and achieve a shift in our economic development model. We must further strengthen the building of our cadre teams, reinforce their sense of purpose, raise work standards, and intensify training and development for cadres, thereby providing strong guarantees for realizing Shangyu’s new round of development.
During the research trip, Zhang Jinru and his delegation also visited Zhuwen Village in Songxia Town and Phase I of the Cao'e Scenic Area. Members of the Municipal Party Committee Standing Committee, vice mayors, and relevant leaders from the CPPCC attended the briefing session.
