Summary of the “Financial Literacy Promotion Month” Event
In order to earnestly implement the spirit of the “2022 Zhejiang Province ‘Financial Literacy Promotion Month, Bringing Financial Knowledge to Every Household, Striving to Be Rational Investors, and Striving to Be Responsible Internet Users’ Activity Plan,” jointly formulated by the Zhejiang Regulatory Bureau of the China Securities Regulatory Commission, the Zhejiang Provincial Internet Information Office, and other relevant departments, the company’s leadership has attached great importance to this initiative. In early September, the company developed an implementation plan for its own “Financial Literacy Promotion Month,” themed “Safeguarding Financial Consumer Security, Promoting Financial and Insurance Knowledge, and Serving the Public’s Livelihood.” A leading group was established to organize and mobilize Party members, cadres, and employees to carry out a series of activities aimed at popularizing financial knowledge. The following is a summary of the progress made in these activities:
(1) Organize carefully and clarify responsibilities.
To ensure that the series of promotional activities for “Financial Literacy Month” are effectively implemented, the company has established a promotion leading group headed by Secretary of the Board and CFO Yuan Shaolan, with members including representatives from the Administration Department, Human Resources Department, Finance Department, Office of the Board of Directors, Party and Labor Affairs Office, Production Department, and heads of all subsidiaries. In accordance with the requirements of the Zhejiang Securities Regulatory Bureau and taking into account the company’s actual situation, the group has developed an implementation plan for the activities, made thorough preparations in advance, ensured adequate staffing, approached the tasks with seriousness and clarity of division of labor, and guaranteed the effective advancement of the activities. The group will carry out all promotional activities for “Financial Literacy Month” in an organized, planned, and step-by-step manner.

(2) Mobilize all staff and align their thinking.
In early September, the company issued a notice (Zhongxin Stock [2022] No. 22) on implementing the "Financial Literacy Promotion Month" Activity Plan of Zhejiang Zhongxin Fluoromaterials Co., Ltd. The notice mobilized staff to carry out promotional activities for the "Financial Literacy Promotion Month" through both online and offline channels. The company's Administrative Department organized members of the activity leading group to conduct centralized study on financial policies and regulations, anti-money laundering, counterfeit currency prevention, credit reporting, and measures to guard against financial fraud. They also prepared promotional brochures such as "Preventing Online and Financial Fraud." The leader of the leading group made arrangements and deployments for the series of "Financial Literacy Promotion Month" activities and put forward specific requirements for the event. Through this learning and mobilization, members of the leading group deeply recognized that conducting this activity is an important initiative for Zhongxin Fluoromaterials to showcase a positive corporate image, expand its social influence, enhance its brand awareness, and fulfill its corporate social responsibilities.

(3) Rich in content and diverse in form
1. Conduct publicity campaigns based on slogans and banners. In public areas such as the company gate, lobby of the office building, employee cafeteria, and dormitory buildings, use banners, LED displays, and other multimedia platforms to broadcast a series of promotional slogans including: “Telecom and cyber fraud schemes are deeply deceptive—both you and I must be vigilant,” “Don’t believe in free lunches from the sky—protect your wallet,” and “If you covet others’ interest payments, scammers will take your principal.” These slogans serve to remind and inform employees to remain constantly alert against telecom, cyber, and financial scams. We will crack down rigorously on illegal activities such as telecom fraud, illegal fundraising, counterfeit currency, and money laundering, enhance employees’ understanding of financial knowledge, raise their awareness of financial risks, improve their personal security precautions, and effectively safeguard their individual interests.

2. The “Village-Enterprise Pairing for Shared Prosperity in Five Colors” outreach campaign to promote financial literacy in paired villages.
On September 13, 2022, the leading group of the event organized a volunteer Party member service team—comprising eight Party members and cadres—to visit Qianxi’ao Village, Xiaguan Town, Shangyu District, Shaoxing City, a village paired with the Party building alliance, to carry out an awareness-raising campaign on financial literacy. The campaign brought everyday knowledge about preventing financial and cyber fraud directly to the villagers and local residents. During the event, Party members and staff from the company set up exhibition booths, displayed electronic screens and banners, and distributed promotional brochures and materials in the cultural hall of Qianxi’ao Village. They provided on-site explanations to passersby on the latest financial knowledge, common fraud schemes and prevention techniques, anti-money laundering measures, counterfeit currency identification, and ways to guard against cyber fraud. Using face-to-face communication, simple and easy-to-understand language, and vivid real-life warning examples, the team helped villagers understand the characteristics and dangers of illegal financial activities, reminded them to protect their personal information carefully, and encouraged everyone to safeguard their “wallets” together, thereby enhancing their awareness of risk prevention. In total, the event answered more than 60 questions from villagers and distributed over 150 promotional brochures, manuals, and small gifts. This financial literacy campaign is just one component of the broader "Village-Enterprise Pairing for Shared Prosperity through Colorful Collaboration" cross-regional Party building alliance initiative. Zhongxin Fluoromaterials will actively engage in various positive pairing and assistance activities to comprehensively boost rural revitalization. The goal is to leverage grassroots Party organizations to foster a new pattern of cross-regional Party building collaboration characterized by "complementary strengths, shared resources, efficient management, and common development," thus driving shared prosperity across the region.

3. Organize a special lecture on “Promoting Financial and Insurance Knowledge to Safeguard Financial Consumer Security.”
To further enhance the financial and wealth-management knowledge of our company’s employees and strengthen their awareness of fraud prevention, on September 14, 2022, the company specially invited Jin Tangyu, Branch President of the Hangzhou Bay Sub-branch of the Industrial and Commercial Bank of China, to deliver an on-site lecture. The lecture aimed to widely disseminate financial knowledge, boost employees’ financial security awareness, and safeguard financial consumer safety. President Jin focused on explaining various fraud schemes and preventive measures. Meanwhile, bank staff distributed promotional brochures to the company’s employees, covering topics such as current deposit and loan interest rates, interest calculation rules, and retail credit services. They also provided on-site guidance to employees on how to properly use credit cards, debit cards, and online banking services, as well as highlighting important safety precautions to take. Additionally, they explained the main forms and characteristics of counterfeit currency and money laundering, offered a guide to identifying the authenticity of Renminbi, and shared knowledge on anti-money-laundering and anti-counterfeit measures. More than 60 employees attended this lecture.

4. Launch an online quiz activity on financial fraud prevention knowledge.
To enable more employees to participate in this Financial Literacy Month campaign through various channels, further enhance everyone’s ability to spot and prevent scams, and effectively guard against telecom and cyber fraud risks, the company’s campaign leading group organized an online quiz on financial fraud prevention knowledge at the company’s employee cafeteria. This quiz was conducted via a WeChat-based QR-code scanning system: after scanning the mini-program’s QR code, users needed to grant authorization. Once authorized, they could click “Start Quiz.” The quiz adopted a real-name registration system—employees were required to enter their full name and department/workshop. After saving their information, they could begin answering the questions. Ten random questions were drawn, with a time limit of three minutes per round. Upon completing all questions, participants submitted their answers, at which point their scores would be displayed. If the score showed a perfect score, participants could claim a small gift free of charge. By taking part in this online quiz, employees can sharpen their awareness of distinguishing between genuine and fake information, deepen their understanding of online financial scams, cultivate a sound legal mindset and proper consumption habits, and safeguard their personal safety and property security. We also encourage all employees to share the knowledge they’ve gained with their families, helping them enhance their ability to recognize and prevent cyber and telecom fraud.

(4) Highlight key priorities and focus on practical results.
This "Financial Literacy Promotion Month" campaign was carefully designed to highlight key areas while ensuring comprehensive coverage. In particular, we significantly increased the frequency and intensity of financial literacy outreach aimed at grassroots workers and middle-aged and elderly individuals in rural areas who have lower levels of education. As a result, we achieved notable success. By introducing financial knowledge and common tactics used in online scams, we guided employees to use banking products and services in a scientific and rational manner, enhancing their awareness and ability to safeguard their personal assets. We also strengthened education on risk awareness and sense of responsibility, helping employees accurately understand the risks associated with financial products and thereby boosting their self-protection awareness as well as their capacity to identify and prevent financial risks. Through this series of activities, Zhongxin Fluoromaterials has established a positive image as a listed company that earnestly fulfills its social responsibilities, playing a constructive role in promoting the stable development of society.
