In order to earnestly implement the spirit of the “2022 Zhejiang Province ‘Financial Literacy Promotion Month, Bringing Financial Knowledge to Every Household, Striving to Be Rational Investors, and Striving to Be Responsible Internet Users’ Activity Plan,” jointly formulated by the Zhejiang Regulatory Bureau of the China Securities Regulatory Commission, the Zhejiang Provincial Internet Information Office, and other relevant departments, and in accordance with the implementation plan for the company’s “Financial Literacy Promotion Month” activities, we will further foster a safe, harmonious, healthy, and orderly financial environment. We will also deepen exchanges and cooperation among grassroots Party organizations and promote the better development of the cross-regional Party-building alliance “Village-Enterprise Pairing for Shared Prosperity in Five Colors” in Shangyu District, Shaoxing City. On September 13, 2022, Zhongxin Fluoromaterials organized a volunteer service team composed of eight Party members and cadres to visit Qianxi’ao Village, Xiaguan Town, Shangyu District, Shaoxing City—the village paired with the Party-building alliance—and carry out publicity and education activities on financial literacy, bringing daily knowledge about preventing financial and cyber fraud directly to the people. The company’s Party organization fully leveraged the exemplary and leading role of its Party members, conducting public-service activities such as assisting the elderly and vulnerable groups in rural areas, delivering the Party’s care and warmth to countless households, enlivening cultural life in both enterprises and rural communities, and enhancing the sense of happiness and satisfaction among the people.

Before the event, village officials from Qianxi’ao Village told us that this was the first time a listed company had come to the village to promote financial literacy. During our conversations with the village officials, we found that there were still many challenges in spreading financial knowledge in rural areas—low educational levels were a major obstacle to acquiring such knowledge. Among rural residents, the proportion of villagers with high school education or above is relatively small; the vast majority have only completed junior high or primary school, meaning their educational level is low. Moreover, most of these villagers are middle-aged and elderly people. They often struggle to understand the complicated procedures involved in banking services and some even can’t accurately identify counterfeit banknotes. Although financial institutions conduct anti-counterfeit campaigns every year, many villagers still have only a superficial understanding of how to spot fake currency. When they receive counterfeit bills, very few proactively turn them in to the bank; instead, most try to spend them as quickly as possible to minimize their losses. Some don’t know how to fill out bank deposit forms, and even if they lose their deposit certificates, they’re unsure how to report them as lost. Not to mention newer financial services such as self-service banking, online banking, wealth management products, foreign exchange, bonds, and digital RMB. As for how villagers acquire financial knowledge, on the one hand, they get information through channels like village committee-led outreach programs and visits by bank staff to rural areas; but more often, they rely on word-of-mouth from relatives and friends. And the information obtained through these oral exchanges often differs somewhat from the actual situation. The low educational attainment of villagers significantly hinders their access to financial knowledge.

At the event site, Party members and staff members of the company explained the latest financial knowledge, scam tactics, and prevention tips to passersby by setting up exhibition booths, displaying electronic screens and banners, and distributing promotional brochures and materials in the Cultural Hall of Qianxi’ao Village. Anti-money laundering Knowledge related to anti-counterfeiting measures and preventing online scams was shared through face-to-face interactions, using simple and easy-to-understand language and vivid warning examples. This helped villagers understand the characteristics and dangers of illegal financial activities, reminded them to safeguard their personal information, and encouraged everyone to protect their “wallets” together, thereby enhancing their awareness of risk prevention. The atmosphere at the event was enthusiastic and highly engaged. By providing knowledge in a direct, one-on-one manner and offering personalized explanations of real-life cases, the organizers truly addressed villagers’ concerns and provided heartfelt support. As a result, many villagers gave thumbs-up to the company’s Party members and cadres. The secretary of Qianxi’ao Village stated: “This activity has significantly improved villagers’ financial literacy and answered their financial questions. We welcome Zhongxin Fluoromaterials to visit Qianxi’ao Village anytime—and frequently—to carry out paired-activity initiatives.”

During this event, we answered villagers’ questions more than 60 times and distributed over 150 promotional brochures, manuals, and small gifts. The financial literacy promotion campaign is just one component of the “Village-Enterprise Pairing for Shared Prosperity Across Regions” cross-regional Party-building alliance initiative. Zhongxin Fluoromaterials will actively engage in various positive activities such as paired assistance programs, comprehensively boosting rural revitalization. The goal is to leverage grassroots Party organizations to foster a new pattern of cross-regional Party-building collaboration characterized by “complementary strengths, shared resources, efficient management, and common development,” thereby driving shared prosperity across the region.
